Is it necessary for an employer to keep printed copies of candidates resumes locked up?

My current employer never leaves candidates’ resumes out on the desk due to privacy concerns regarding the contact information (address, phone number) contained in them. Is this more of an ethical concern or a privacy concern regarding only making confidential documents available to the individuals who need to see them, and for the purpose for which they were submitted.
