Is it medically possible for amniotic fluid to dry up in the womb during pregnancy?

I gave birth to a baby with Non immune Hydrops at 36wks 5 days. I was induced due to the baby having no amniotic fluid and they noticed his rare condition after birth. I just want to know if it’s even medically possible for that to happen. He still had to break my water when i went into labor. It never broke on its own.
