It is the proposers responsibility to find both a DoD customer and commercialization partner, but proposers do not need to identify a finalized DoD customer or commercialization partner in either the proposal abstract or full proposal. Proposers are however asked to inform DARPA in their proposals where they stand in the process of finding a DoD customer and commercialization partner, and define the proposers plan for identification of a DoD customer and commercialization partner. The process of identifying and finalizing a DoD customer and commercialization partner must also be identified as tasks in the statement of work and called out as milestones for the completion of option #1 in a time frame of no more than 24 months.
