Is it legal or not to have neon lights under my car ie back bumper and front bumper?
Legally, the whole issue of using neon in and on cars is covered in the UK by 1989 Road Vehicle Lighting Regulations. These date from a time before neon was in use, and the strictest answer is that until there’s a court case there will be no definitive legal position.
