Is it intended to change the Part 1 requirements to include grouping characteristics?
Not at this time. The claim of distinctness may be based on characteristics that are not contained in UPOV guidelines.Moreover, several species do not have International Convention for the Protection of New Varieties of Plants (UPOV) guidelines. However, many QPs have proposed that grouping characteristics be collected and published to facilitate the choice of appropriate comparators. Consideration is being given to this proposal.
