Is it impolite to say “keep the change” if its just a penny?

Cashiers need to balance their registers at the end of the day so, if the shop doesn’t have a penny jar and the place is busy, I’ll take them but most of the time I say, “No pennies with my change, please”. I wish the government would pass a law stating that pennies will no longer be accepted as legal tender after 31 December ‘some’ year – they’re too heavy to carry and don’t ‘buy’ anything. If all items were listed in increments of 5c, it seems each state could work out a sales tax percentage, also ending in 5, or a zero, for ease of multiplication, and any resulting pennies would be rounded off.
