In a way… YES. The main reason why is because an emulator for the NDS needs the hand-held’s original BIOS coding. If you know for a fact that an emulator doesn’t have that then you’re fine. The only two reasons why it would be legal in some way is if it was a “try before you buy” emulator or if the game isn’t or won’t be released in America. The game ” Freshly-Picked Tingle’s Rosy Rupee land” is legal in America because it will not be released in America. ROMS are a different story. Oddly enough, roms are legal but the emulators are not. Chip cards are illegal for they are not in any way shape or form licensed by Nintendo nor do they endorse them. Chip cards are also made by 3rd party companies. So in a nutshell, NDS emulators-illegal NDS Roms-legal NDS chip card- BIG TIME ILLEGAL The Wii is a legal emulator for it’s virtual console shop has games that Nintendo legally got ahold of.
