This is a very common “urban legend” but there have never been any laws against driving a passenger car while barefoot in any U.S. state. The American Automobile Asian has been debunking this silly idea since long before there was an internet. The Urban Legends website has collected official letters from most of the state motor vehicle departments stating positively that they do _not_ have any such laws, and Michigan is among the states that have letters on file there. None of the people who say they believe that there are laws against barefoot driving have ever been able to actually find such a law in any state.
