If the question pertains to changing an address to enable someone to receive another person’s mail w/o having said person’s consent, yes it is most assuredly illegal. If it is in reference to one’s own mail, it would not be illegal to have your mail sent to a friend, parent, P.O. box or wherever one so chooses.
