For the most part, yes. The way the law is written, it is illegal to fish on your own land without a license. But then again, it is illegal to hunt on your own land without a license. Just as aside here, if you read the hunting law it says that it is illegal to take a vertebrate without a license. That means that trapping mice in your house is technically against the law. Realistically, though, as a prosecutor I wouldn’t even consider taking a case like that.
