No, because IQ isn’t a completely objective measure of intelligence, and education can improve how one does on IQ tests. So if one lives in a poor neighborhood and goes to substandard schools, one should expect to perform worse on IQ tests. If one were to compare the scores of blacks to poor white people living in Appalachia, blacks would come out looking like geniuses. So while there is correlation between race and IQ, race doesn’t affect IQ, race just effects social status and social status affects IQ.
