Is it easier to make bubbles using a liquid of high surface tension or low surface tension?

LOW surface tension. Bubbles made in ‘normal’ water vanish almost immediately having a very short life. Soap and washing up liquid lowers surface tension. Bubbles form much easier and last much longer. The surface tension of normal water is too strong for the bubble wall to maintain and it rips itself apart. A SOAP bubble has much less self destructive force. I do not believe it is possible to make a bubble at all in a liquid with a surface tension much greater than that of water. I’ve never heard of Mercury bubbles.
