No, but how easily received the communication will be depends on your internet connection and the person you wish to chat with. There are 3 types of connections the PS3 recognizes. The most typical is a Type 3 connection which allows for internet access without full capabilities. One of the diminished capabilities is chatting. You either will not connect, or will connect and disconnect very often. You want to have at least a Type 2 or 1 connection which allows for full use of internet capabilities. Type 1 refers to your PS3 being wired straight to the modem. Type 2 refers to access from a router, but specific ports assigned to the PS3 for interference purposes.
