Yes, it is pretty common. I am a guy with blue eyes and naturally medium brown hair and have a lot of different colour tones in, ranging from dark blonde to light blonde, which gives the appearance of blonde streaks. I know a fair few people with the same hair and eyes combination too so I would say it was pretty common, even my son has the same! Hope that helps.
