Externally powered is best, especially if plugged into a laptop. Laptops tend to have low voltage USB ports, which do not provide enough power for most devices plugged into the hub or the USB port directly. This will cause issues if the device plugged into the hub is a powered device, as it can short out the USB ports (and fry the device also, I speak from experience on this) on the laptop. If you have multiple devices plugged into the HUB, then you will only compound your problems, as there will not be enough power being provided to operate all of the devices. A powered HUB, whether is for a laptop or desktop, is preferred over a non-powered HUB every time.
