The question will be whether the copyright owner granted permission for the CD-ROM to be made available to students (by being copied and then made available online) in this way. If there is no such permission, then the University is unlikely to be able to rely on the Part VB licence to up-load more than 10 per cent of the CD-ROM on to a server.
