Is it allowed/appropriate for PSAAP proposals to list lab personnel as collaborators? Is there some general guidance on how lab involvement/endorsement can be captured in the proposals?

Lab personnel may not appear as PIs or co-Is in the proposal. However, applicants are encouraged to include collaboration with DOE/NNSA Laboratory personnel in their proposed MSC. The PSAAP solicitation does not require applicants to include in their proposal a letter of support from each named DOE/NNSA Laboratory collaborator, as stated in previous FAQ’s. If such letters are submitted, they will not be made available to the merit review committee.
