First, using federal dollars to fund instructional personnel could reduce your Florida Education Finance Program (FEFP) cost factors resulting in a reduction in State and local dollars. Secondly, while funding one position may not necessarily demonstrate supplanting has occurred, it is critical that LEAs examine the total expenditures from State and local funds for exceptional student education. LEAs should make certain that this replacement of funds does not adversely affect their ability to demonstrate that supplanting has not occurred.
