Is it acceptable to just propose a Phase 1 effort?
No. The proposal should address all phases of the program and should lay out a plan for meeting all the metrics and milestones described in the BAA. DARPA recognizes that, given the risks inherent in such an ambitious effort, it is difficult to plan several years into the future; however, proposers should be able to articulate a clear path from Phase 1 through subsequent phases.
