Criterion #20 states, “For those sounds with multiple spellings, two sound-spellings may be paired in one decodable book or reading passage.” Only two sound-spellings can be paired together; however, the criterion does not specify the length of a reading passage or how many reading passages can be in a book. See Publisher Bulletin 2007-05, and the answers to questions 15, 16, and 17, regarding more detail about decodable passages.
