Yes and no, immigration being a good thing. On one hand you or the country could get some intelligent hard working people who can actually contribute to the betterment of the country, yet on the other hand the country could and does wind up with criminal elements victimizing and terrorizing the other citizens. Immigration bureau would say that they screen the potential immigrants but there is always corruption at all levels of the government.
