Is HTS is carrying out secret or covert work?
HTS was designed as an open-source, non-classified program. The willingness of team members and staff to talk to the press, write blogs from the field, and to answer emails and phone calls is proof positive of the fact that the program is neither secret nor covert. However, working for an operational unit will usually require exposure to classified information. Thus, all HTT members must be eligible for a security clearance. Members of the SMEnet normally do not require a security clearance.
