In the strictest sence of a programming language it is not in the catagory of such. More correctly it should be considered an extension to a programming language. Normally a programming language is considered as: An artificial language used to write instructions that can be translated into machine language and then executed by a computer. HTML does no translation, that is the job of the browser.
