America is supposedly a class-less society in which it does not matter what your economic condition, you have the same rights. In the UK, there are still divisions from the Monarchy history, where some people are commoners whose elected representatives go to the House of Commons and other people are Dukes & Earls etc. whose representatives go to the House of Lords. It is a way where different groups of people in society have power sharing. In the USA, the House of Representatives is for the mass public, while the Senate gives each state of the Union an equal say regardless of population. Democrats and Republicans can compete equally for both parts of Congress. Similarly in the UK there are political parties that can compete for all the forms of government, including local races.
