Is House Lok-ri a democracy, oligarchy, monarchy,….what?
House Lok-ri is really none of the above. House Lok-ri belongs to Vorgen. Solely to Vorgen. After Vorgen, House Lok-ri belongs to the council to speak in his voice. He uses his council to give him input and ideas. If necessary, he will appoint a Regent who can speak in his voice, but the guild is still his. He uses the guild for input and ideas, however, all can be bypassed if any decision would be detrimental to what Lok-ri is. Does this seem stoic and unbending?
