yes it is most certainly bleach (look for the word “persulfate” in the ingredients list) anything that is able to lighten dark hair to blonde HAS to contain bleach – there is unfortunately no other way except for a high-lift tint (although these are not available to buy in stores, they are for professional use ONLY) the reason these companies market their products as “lighteners” or “pre-lighteners” is for fools that don’t want to use bleach so see something marketed this way and are more likely to buy it, it is just a marketing PLOY. also bleach is NOT peroxide (for the uneducated individual above me) peroxide is a completely different componant entirely and something that is used in ALL permanent dyes regardless of if it is a bleach kit or not, it is what MAKES the colours permanent.
