An additional $1 billion was made available in legislation enacted on July 9, 2008. Only projects that are 100 percent eligible for state support and included in one of at least three prioritization “levels” will be considered by DOE, although districts may request debt-service aid for other projects. DOE is accepting grant applications twice in 2009, then at least once annually in subsequent years. The program will fund at least 40 percent of eligible project costs in RODs.
