Yes. The PEF is administered by the Social Work Department of the Clinical Center. PEF is available to patients and their families for incidental emergency expenses incurred while they are participating in National Institutes of Health protocols at the Clinical Center. Unlike FOCC, PEF offers funds for basic necessities such as food and incidental day-to-day expenses. FOCC provides emergency funds for extraordinary occurrences.
