For a fish maybe you could, an axolotl, no. They make a lot more waste both bodily and food wise. Also the plants will cause waste themselves as leaves come off and such like. A filter I am afraid is a necessity for an axolotl. Water changes with plants in should be arranged weekly and remove 25%. Many people will tell you axolotls don’t like it too deep but that is absolute nonsense as they like the depth to swim in. The minimum depth should equal the length of the individual. Also I’m not sure what you mean by water conditioner but if that’s the stuff you put in to counteract the chemicals then its not the safest thing to use with axolotls. If you get it even slightly wrong then you could kill the animal. The safest way is to set a bucket or too aside with water in to stand for 24 hours before you use it. I’d also like to warn you that these guys need 2 tanks, the second can be relatively small as it will only be used for a day. This is because they need a full clean every 6 months.
