No. We were created in 1933 by the Executive order of President Franklin D. Roosevelt as an independent agency to regulate the Farm Credit System, a nationwide financial cooperative that lends to agriculture and rural America. For a few years, from 1939 to 1953, FCA was part of USDA, but the Farm Credit Act of 1953 restored the Agency’s independent status, and we remain independent today. • How can I comment on a pending regulation or notice?
