Is external stimulus always needed in order to implement change?
I don’t think the changes would have happened at Castle Point without an external stimulus as the momentum was not there to implement changes. However, larger authorities tend to be more successful at making changes from within. Q: Will there be issues for you surrounding the new CAA inspections?
