Is excessive use of force is a systematic problem?

Just like everyone else they have good days and bad days. They see the worst in people day after day, so it is understandable that violence will be met with a degree of force sufficient to control and protect the officer (s) involved. It is because of the nature of the work they do that violent confrontations are sensationalized in the media whenever they occur. Excessive use of force is treated by the police departments as harshly as any other major breach of on the job behavior. Only a very small percentage of officers are ever charged with this and they usually are dismissed or re-trained.
