A. No, only those systems that meet the definition of a public wastewater system (PWWS) are required to have licensed operating personnel (operators) (IDAPA 58.01.16.010.44). PWWS are not determined by ownership, but rather by the amount of flow. The definition states that every wastewater system under private or public ownership that is generating, collecting or treating 2,500 gallons or more a day is a public wastewater system.
