Not necessarily. While LDS LinkUp focuses on helping LDS Church members expand and use their LDS networks, LDS LinkUp does not exclude others from membership. And while the overwhelming majority of LDS LinkUp members say that they are members of the LDS Church, LDS LinkUp has no way to verify that they really are. Members should use commonsense caution on LDS LinkUp or any online community.
