I agree completely. The council *should* have a duty of care to ensure that the animals being sold there are healthy and well looked after. If this is not the case then the people selling ill cared for horses and ponies should be investigated. It is well known how bad Smithfield’s is in terms of the desperate state of some of the horses and ponies there, but people seem to be more concerned about moving the market and not confiscating half the horses and taking their useless owner’s arses to court.
