Is downloading manga outside US and Japan legal?
It doesn’t matter if it is licensed or not, it is illegal to download manga in Egypt, seeing as how they are members of the Berne Convention which protects international copyrights. However, the odds of you getting into any sort of trouble if you are simply downloading (not distributing) are like a billion to 1. The parallel that I drew before is equating it to running a red light when no one is there. If you run a red light with no cops around- you won’t get caught, but it is still illegal. However, you must always watch out because you never know when a camera may get installed in that light. Along the same vain, you never know when Japan could start to heavily crack down on this sort of thing (but they haven’t yet).
