No. Nihil Ultra will apply for new domain name for the customer but the customer needs to pay for it separately. You can pay Internic online. Go to http://rs.internic.net/pay . For domain name transfer, Nihil Ultra will apply for your domain name transfer but make sure the administrative contact for your domain name needs to “acknowledge” the domain name transfer email that Internic will send to him/her. Check who is the administrative contact for the domain name you want to transfer. Just type in your domain name and click Check name, it will show you the detail information about your domain name.
