No. Dogfighting has been reported in urban, suburban, and rural settings in all regions of the country. Fighters were traditionally attracted to states with weaker penalties for dogfighting and animal cruelty, many in the South but laws continue to be made stronger throughout the country. As a result, this activity is no longer limited to any single area, but it is more likely to thrive wherever enforcement of anti-fighting laws is weak.
