From a cost perspective, adding a DOCSIS 3.0 cable modem to an existing HFC network is clearly MUCH cheaper than laying fiber to a home! Since initial DOCSIS 3.0 implementations have the capability of up to 160Mbps downstream it certainly has the bandwidth to compete with existing and near-term FiOS high-speed internet product offerings.
