Is disease natures way of balancing out overpopulation?

Disease is one of natures ways of controlling population. So is starvation. Humans have a conscience and so we try to help those that are weak and vulnerable in society unlike other animals. The result of this is overpopulation due to fewer infant deaths and longer life expectancy. I wouldn’t go so far as to say that it is a mistake to fight the diseases though. There are countries that use disease to eliminate or reduce the “unwanted” segments of their population. This is a form of genocide that can easily be denied.
