The resonance is not what causes the dipole to radiate. But the resonance increases the efficiency of that radiation, because the energy that does not radiate in one cycle, stays inside the resonator, so that energy gets more chances to radiate on later cycles. Any conductor pattern that has electric and or magnetic fields that are not well contained in internal structures and those external fields approach the dimensions of a wavelength in space, will radiate energy. A transmission line does not radiate well, because its magnetic and electric fields are well contained close to its conductors.
