Is DIBELS built around the idea that the sub-skills of reading are acquired sequentially and linearly?
DIBELS measures some skills earlier than others (initial sounds, letter naming, phoneme segmentation) because children tend to acquire and master them earlier than they do connected text. The “main” DIBELS measure, oral reading fluency with connected text (plus its comprehension counterpart), is introduced early, in the middle of first grade.
