Perhaps a better form of Government is a Constitutional Republic…but of course that all depends on what kind of Constitution we’re talking about. The difference between a pure democracy and a constitutional republic is that in the republic, the majority can only go so far in violating the rights of the minority. Once again, that is dependent on whether the Constitution is a strong binding one. And just like the weaknesses you point out, a constitution (much like the U.S. Constitution) can be conveniently ignored… and unless we the people speak up, we lose all rights to complain about it later. Edit: I didn’t mean to “nit pick” with my distinction between a Constitutional republic and a pure democracy. I meant it as a simple clarification. I suppose what I’m trying to say is that a democracy is most secure when the pure rule of the majority is also bound and restricted within certain limits.
