Yes, county records are where the actual case begins and the record of everything that occurs in that case is listed at the county level. The NCIC has only partial participation from states around the nation. A U.S. Department of Justice study states that only 40 states report criminal information to NCIC, and even the states that do report cannot ensure that every county or parish in that state has given them every case and the result of every case that has been filed.
