There are some component licensing issues still to be resolved, but generally the DARWARS tools and web services will be made available as open source as part of a developer community website. Other unresolved issues, such as what constitutes compatibility with the framework, and how that can be accomplished, will be resolved with input from all major DARWARS constituencies in the coming year.
