Is cycling not a good cardiovascular exercise compared to running?

Both will give you a great cardiovascular workout but here is the catch. Being you are running and in good cardiovascular shape the problem is that your legs for cycling are in not as good shape as they need to be to work your cardiovascular system.(running recruits your muscles differently than cycling) I have the opposite problem I’m in good cardiovascular shape and my legs are conditioned for cycling, when I run my legs wear out easy but I don’t breath hard at all.
