I think it really depends on the nature of the question being asked. On one hand, if the person is asking for advice or someone else’s experience, obviously a cut and paste answer is wrong and should be graded as such. However, sometimes, Askville questioners are eternally lazy and ask things that are easily found on Google or Wikipedia. Rather than reinventing the wheel and trying to write your own version of the history of England or what is PHP, I think it’s reasonable to cut and paste information, as long as the answerer has determined that the text a) answers the question and b) is the best information out there. If I am going to cut and paste, I make sure to check a couple of sources. Wikipedia is often the best, but sometimes there are better answers out there.
