Is Cubase 4 good for making Hip Hop beats?

Hello, I wonder if it’s good just for making beats. The main program I use now is Ableton Live 5. I love it, but I just bought Ensoniq ASR-10 and I’m having problems with latency (I tried all the variations of drivers used etc.). And Ableton Live 5 uses big amout of CPU and starts too slow. I’m just tired of waiting instead of making music. /So the main program for making beats is Ableton Live 5 and I record my vocals at Adobe Audition 1.5/. So there comes my question. I’m looking for a program for making beats. I’m a PC user, don’t have money for Mac (I don’t want it either), I have E-MU 1212M, 1GB RAM. Is Cubase good just for making Rap beats? I’m looking for some simple functions…like do I need the VST sampler to play with my drums? Or there’s one built in Cubase4? I don’t want to use any .rex or whatever format. Strictly .wav’s samples and midi. Peace. P.S. I did use “search” button. And I read all the topics about Cubase at Hip Hop section.
