No. The only reason for the change is to make sure that essential parking regulations are enforced.The income from PCNs issued through CPE will meet the costs of administering the new system. Any surpluses will be a bonus but are ‘ring-fenced’ – which means they must be spent locally on transport or parking improvements. Previously all PCN income was returned to Central Government.
