Is Council or a standing committee required to hear from members of the public on each issue?
There is no legal requirement for City Council or a standing committee to hear from members of the public on any issue except those discussed during statutory public hearings. The Municipal Government Act requires public hearings on land use matters. Apart from statutory public hearings, it is usually at the committee level that the public is heard from. The committee will consider your request to speak to them and will vote whether or not to hear from you.
